This cup bur, (basically a tiny cup shaped file) is used for smoothing the rough & often sharp ends of cut soft wires used for making your own clasps, links and earwires.
To use, twist the hardwood handle while holding the cup firmly to the end of your wire. The cutting surfaces that smooth the wire are inside a 1.8mm cup.
